AI solutions for consular services in Ukraine

Abstract

The relevance of the study is determined by the growing need to modernise consular services in the context of the digital transformation of public administration and the full-scale war, which has resulted in the large-scale displacement of Ukrainian citizens abroad and significantly increased the workload of consular institutions. The aim of the article is to analyse the opportunities, current state, and prospects for implementing artificial intelligence (AI)-based solutions in Ukraine’s consular service system. The research methodology is based on a comparative analysis of international experience in the use of AI in diplomatic and consular practice, a content analysis of Ukraine’s regulatory framework in the field of digitalisation of public services, and the systematisation of technological solutions according to the criteria of efficiency, accessibility, and security. The development of the electronic appointment system and the “e-Consul” system is analysed as a key component of the digital transformation of Ukraine’s consular service. Particular attention is paid to the prospects for using AI for automated document processing and verification, fraud detection, information support for citizens, and the development of multilingual digital assistants. It is established that the automation of consular procedures can reduce service delivery times, simplify interaction between citizens and diplomatic missions, and decrease the administrative workload of consular staff. At the same time, the further implementation of AI requires an appropriate regulatory framework, personal data protection, human oversight, and mechanisms to ensure the reliability of information. The study concludes that the current level of digitalisation of the Ministry of Foreign Affairs of Ukraine provides the necessary foundation for the gradual integration of AI-based solutions into consular practice. The practical significance of the study lies in identifying promising areas for the modernisation of consular services and developing recommendations for the further advancement of Ukraine’s digital consular ecosystem.
