Public-private partnership in the public policy system of Ukraine: institutional changes after the 2025 reform

The article examines institutional changes in public-private partnership (PPP) in Ukraine following the entry into force of the Law of Ukraine “On Public-Private Partnership” No. 4510-IX of 19 June 2025. The purpose of the study is to determine the extent to which the 2025 reform has created the necessary conditions for the consolidation of PPP as an effective institution of public policy in Ukraine and to identify the contradictions that hinder the completion of this process. PPP is treated not merely as an infrastructure-financing mechanism or a set of contracts, but as an institution of public policy whose consolidation depends on the coordinated development of three components: the legal-regulatory component, comprising formal rules and procedures; the structural-organizational component, covering actors, competences, and professional capacity; and the value-paradigmatic component, associated with public interest, transparency, participation, and accountability. The findings show that Law No. 4510-IX substantially strengthened the legal-regulatory component by broadening the range of public partners and eligible assets, differentiating project preparation, and detailing competitive selection, support mechanisms, creditors’ rights, control, and monitoring. However, the structural-organizational component remains uneven because of fragmented competences, limited professional capacity, unstable project teams, and weak institutional memory. The value-paradigmatic component is the least formalized: public interest, stakeholder participation, trust, transparency of fiscal consequences, public accountability, civic oversight, and public audit have not yet formed a coherent mechanism of public legitimation. The scientific contribution lies in identifying the asymmetry between formal legal modernization, organizational capacity, and public recognition of PPP, and in defining criteria for subsequent empirical assessment of reform outcomes.
