The conceptual framework of political mediation as an institution

The aim of the article is to conceptualize political mediation as an independent institution of the political system through the prism of a multivariate methodology. The article conceptualizes political mediation as an independent institution at the macro level of domestic politics. It is proven that the dominant view of mediation in modern discourse exclusively as an applied legal procedure or an instrument of administrative management negates its macro-political potential. The paper provides a theoretical analysis of the institutionalization of political mediation through a synthesis of classical political science and macro-sociology concepts. Based on the classical demarcation of the spheres of management (policy) and the struggle for power (politics), as well as on the fundamental principles of neo-institutional theory, the motivation of political actors to reach consensus in the process of resolving problematic issues is explained. It is shown that the transition from forceful confrontation to negotiations is due to a rational desire to minimize transaction costs, due to which situational compromises of elites crystallize into permanent “rules of the game”. Based on the synthesis of classical structural functionalism and the sociology of conflict, three basic macropolitical functions of this institution are distinguished: the function of a “safety valve” to protect the system from destruction, the function of normative integration (legitimation) and harmonization to ensure social stability. It is concluded that in the realities of modern Ukraine, the institutionalization of political mediation acts as a strategic mechanism for the consolidation of the nation in conditions of armed aggression and a key “communication bridge” for conflict-free post-war reconstruction, stabilization of the system and increasing its adaptability and stability. The theoretical model proposed in the article not only rethinks the nature of this political phenomenon, but also opens up broad prospects for further empirical research and comparative analysis of political mediation practices in stable and unstable political systems.
