Institutional structure of political management in the public authority system: security dimension

The article attempts to analyze the institutional dimension of political management in the system of public power in the context of security challenges and threats to modern states, taking into account the factor of institutional stability and institutional dysfunctions of today. Institutional, descriptive, analytical and empirical methods are applied. Working definitions of the concepts of "political management" and "national security" are given. Attention is focused on the process dimension of interpretations of political management. It is emphasized that the quality of security policy implementation depends on the specifics of the institutional organization and its stability. It is noted that in conditions of crises and conflicts, the consolidation of the nation and political institutions becomes critical, which ensures the appropriate level of domestic political stability. The complementary role of state and non-state institutions in the formation of security policy is emphasized. It is noted that the role of political management in the security context is aimed at minimizing risks and preventing crises. Institutional dysfunctions are characterized as factors of destabilization of the political system and weakening of the capacity of political management for strategic planning and effective response to crises. The relationship between foreign policy pressure and internal problems of the state is indicated. The issue of the level of public trust in government institutions is separately considered. It is noted that a significant factor in increasing the risk of political instability is the low level of trust of citizens in state bodies, which complicates the development of a constructive dialogue between the authorities and society. Based on empirical data, indicators of the level of trust of Ukrainian citizens in a number of political institutions are given. It is noted that effective public communication between political management institutions is key to strengthening citizens' trust and coordinating collective efforts.
