Models of International Assistance for the Development of Deocuped Territorial Communities: Strategic Approaches and Practices

Abstract

The article is devoted to the analysis of models of international assistance that are designed for the development of the deoccupied territorial communities of Ukraine, by identifying their strategic approaches, institutional mechanisms and practical tools for implementation, as well as promoting the potential of paradiplomacy as an effective channel for obtaining donor resources in the process of military renewal and development of communities. It is argued that the scale of the collapse, institutional spending and socio-economic protests necessitates a transition from fragmented humanitarian support to rich donor support strategy integrated into the local development policy. The purpose is to investigate the importance of strategic approaches, institutional mechanisms and practical instruments for the implementation of international assistance, as well as to analyze the potential of paradiplomacy as an effective channel for obtaining donor resources in the local area. The methodological basis for the research is formed by institutional, systemic and participatory approaches, as well as analysis of analytical reports from international organizations, databases of donor initiatives and practical cases. The article shows the transformation of the role of local self-government bodies from passive recipients of assistance to active subjects of international mutual relations, creating partnership formats, identifying priorities and implementing long-term renovation projects. Particular respect is given to paradiplomacy as an instrument of horizontal coordination between municipalities, which ensures the gain not only of financial resources, but also of managerial expertise and institutions practitioner It has been established that the model of international support for deoccupied communities is a complete system in which powers, donor and municipal mechanisms are integrated, and its effectiveness is indispensable lie within the institutional capacity of communities.
