Features of planning the development of de-occupied territorial communities

Abstract

The article is devoted to the analysis of the features of planning for the development of deoccupied territorial communities of Ukraine under martial law and post-conflict transformation. It is substantiated that strategic planning is a key tool for ensuring the institutional capacity of local government bodies and effective restoration of communities that have suffered the negative consequences of the armed aggression of the Russian Federation. The content and role of the system of planning documents in the field of state regional policy are revealed, its three-level structure and the place of development strategies for territorial communities, comprehensive restoration programs and restoration and development plans are characterized. The regulatory and legal support for strategic planning is analyzed and key problems of its implementation are identified, in particular, the fragmentation of legal regulation, conflicts between legislative acts, the unclear status of individual planning documents and the imperfection of the criteria for assigning communities to restoration territories. The main stages of strategic planning are determined and attention is focused on the importance of a comprehensive territorial approach and the principle of result-oriented management. It is concluded that the improvement of the system of planning for the development of deoccupied territorial communities modern system of planning documents in the field of state regional policy is formally built on a three-level model and supplemented by special recovery tools - comprehensive recovery programs and recovery and development plans. At the same time, a number of problems were identified that significantly reduce the effectiveness of planning for the development of deoccupied communities, in particular, fragmentation of regulatory and legal regulation, conflicts between legislative acts, unclear status of individual planning documents, as well as imperfect criteria for assigning communities to recovery territories. It is proven that the strategy for the development of a territorial community remains a basic document that ensures the coherence of actions of local government bodies, the state, business and the public, while the comprehensive recovery program should play the role of an integration platform for spatial, infrastructural and socio-economic solutions in the post-conflict period. At the same time, the lack of a mandatory development of a comprehensive recovery program and the complexity of procedures for confirming the status of recovery areas create additional barriers for communities that have actually suffered significant destruction and losses.
