The role of the state in shaping post-war recovery policy

Abstract

The article examines the theoretical and methodological foundations as well as the practical aspects of forming state policy for post-war recovery as a key direction of the socio-economic transformation of the state. The purpose of the study is to substantiate the role of the state in shaping post-war recovery policy and to determine its strategic priorities in the context of international experience and national challenges. To achieve this goal, the research employs systemic, comparative, structural-functional, and analytical methods, which made it possible to generalize foreign models of reconstruction - the Marshall Plan, Japan’s “economic miracle,” the Balkan experience, and modern approaches of the Build Back Better concept - and adapt them to Ukrainian realities. The research results show that an effective post-war recovery policy requires the integration of three key components: state leadership, international partnership, and local community participation. Based on the generalization of global experience, the author proposes a vision of the main directions of recovery policy, which include: restoration of critical infrastructure as the foundation for economic stabilization; reindustrialization and technological modernization ensuring the transition to an innovative development model; deepening decentralization and regional development as a prerequisite for fair and inclusive recovery; development of state–business–community partnerships (Public–Private–Community Partnership) as a mechanism for mobilizing resources and promoting social responsibility; and integration of environmental and social standards (ESG principles) as the basis for “green” and socially oriented growth. It is concluded that reconstruction should be transformed into a strategy of sustainable development focused on strengthening economic security, social cohesion, and the innovative capacity of the state. In this context, the role of the state lies in creating a coherent recovery management system that combines efficiency, transparency, inclusiveness, and partnership - transforming the reconstruction process into the foundation of long-term societal renewal.
