Institutional capacity of de-occupied territorial communities in the context of post-conflict transformation

Abstract

The article is devoted to the analysis of the institutional capacity of de-occupied territorial communities in the context of post-conflict transformation. It identifies key challenges and opportunities and offers recommendations aimed at improving the effectiveness of local governance under crisis conditions. The institutional capacity of de-occupied territorial communities is examined as a critical factor for successful post-war recovery. Contemporary approaches to assessing community capacity are analyzed, a typology of capacity is provided, and the need to reconsider assessment frameworks in light of post-conflict dynamics is substantiated. Special attention is paid to case-based analysis, particularly the experience of Kherson region, which illustrates the crucial role of humanitarian, operational, and strategic levels of recovery. The study outlines major challenges and priorities, including the need to modernize public administration, introduce transitional models of governance, strengthen cross-sectoral cooperation, and adapt to emerging security and demographic shifts. Emphasis is placed on the importance of strategic planning, analytical support in decision-making, and the engagement of civil society in designing recovery policy. The article argues that building institutional capacity in de-occupied communities is inseparable from the implementation of a comprehensive transitional phase, which entails not only spatial-administrative transformation but also profound institutional, legal, and managerial reform to restore legitimate governance, ensure basic state functions, and facilitate the gradual return of the population. The paper concludes by proposing future research directions focused on measuring community resilience, evaluating the effectiveness of temporary administrative solutions, and developing sustainable development models in post-war realities.
