Information policy in the conditions of democratic transit

Abstract

The constant development of information technologies, the formation and development of the information society caused by the processes of globalization and the emergence of new technologies create new opportunities and threats to the information environment. Thus, the issue of effective information policy has become increasingly important in recent years, as scientifically sound such policy contributes to a high level of information security, which has recently become one of the most important components of national security and welfare. Such issues are particularly acute for countries in a state of political transformation and transition to a democratic political regime, as they are most vulnerable to possible negative information influences and manipulation of the mass consciousness. Such states include Ukraine, where the Internet is developing, which has become a real factor in economic development and the formation of new relations on the world stage. This determines the relevance of the study of information policy in the context of democratic transit.
It is determined that information policy has a significant impact on social and political processes of society. Effective information policy contributes to the growth of public confidence in the government, the establishment of a permanent dialogue between the state and civil society, increasing the level of political participation of citizens and the implementation of democratic reforms. While undemocratic information policy causes delegitimization of power, the spread of various forms of political protest, the formation of a negative image of the state and so on.
It was found that in the conditions of democratic transformations of the state the information sphere has undergone significant changes, in particular: spreading of the network principle of communication, change of feedback mechanisms, mediatization of policy and spreading of political influence of mass media. All this affects the information policy of the state and may reduce its effectiveness. In the conditions of such transformations of information space for increase of efficiency of information policy development and introduction of new principles of such policy is necessary.
