Educational migration of Ukrainian youth: transformational challenges, statistical measurement, and strategic consequences under martial law

Abstract

The article presents a thorough analysis of the phenomenon of educational migration of Ukrainian youth in 2020-2026, with a special focus on the transformational changes caused by the full-scale invasion. The authors consistently explored the dynamics of the number of students abroad and analyzed the geographical structure of migration flows. Key push (security risks, destruction of infrastructure, lack of stable power supply) and pull migration factors (quality of education, career prospects, social guarantees of EU countries) were identified. Special attention is paid to the regulatory and legal regulation of academic mobility of young people aged 18-22 and the impact of mobilization restrictions on educational strategies. The authors analyzed the risks of irreversible loss of human capital and developed recommendations for fostering the return of young specialists for the post-war reconstruction of Ukraine. Educational migration of Ukrainian youth in 2020–2026 has transformed from a development tool into a factor of the nation’s survival. The fivefold increase in the number of students abroad and the demographic crisis, which led to the loss of 10 million people, require an immediate response from the authorities. Due to the desire to obtain a prestigious diploma, young people have moved on to the search for a safe educational space, which makes migration forced and potentially irreversible. Even though digital technologies allow them to maintain contact with domestic education, the situation still creates the problem of academic overload. Without the return of young specialists, the post-war reconstruction of Ukraine may slow down due to a shortage of intellectual capital, therefore, public youth policy should focus on reducing the push factors of educational migration and compensating for its pull factors. Taking into account the identified trends, it is recommended to develop a public strategy that would allow Ukrainian students abroad to be involved in distance learning and scholarly projects in Ukraine now, to create a system of funding and grant support for graduates of foreign universities who return to Ukraine to start a business or work in the public sector, to continue the digitalization of educational services to simplify the procedures for transferring credits and obtaining double diplomas, and to strengthen cooperation with recipient countries to preserve the Ukrainian identity of youth.
