State policy regulating academic freedom and academic integrity in higher education in the United States and Ukraine: a comparative analysis

The article is devoted to a comparative analysis of the state policy of regulating academic freedom and academic integrity in the sphere of higher education in countries with different levels of democratic maturity. The purpose of the study is to conduct a comparative analysis of the state policy of regulating academic freedom and academic integrity in the sphere of higher education in the USA and Ukraine. To achieve the goal of the study, general scientific and special research methods were used, in particular analysis and synthesis, comparison, generalization, system-structural analysis. In order to identify common features, differences and national specifics and determine the priorities of the policy of improving the mechanisms for ensuring academic freedom and academic integrity in the sphere of higher education in Ukraine, taking into account the advanced American experience, regulatory and legal acts were considered, institutional practices of organizational mechanisms for the formation and provision of the principles of academic culture specified in this study were analyzed. Based on the generalization of American and domestic experience, the main priorities of the policy of improving the mechanisms for their provision in Ukraine were formed, which include: completing the process of implementing the concept of comprehensive university autonomy, especially in the aspect of financial autonomy; further reform not only in the higher education system, but also at the level of state institutions, in order to ensure proper legal protection of participants in the educational process and scientists; the formation of a decentralized model of educational management, within which it is envisaged to combine state regulation with the autonomy of higher education institutions and public and professional supervision over the content and quality assurance of education. It is concluded that the adaptation of advanced American experience in Ukraine will allow improving the domestic model by combining regulatory guarantees and institutional autonomy of higher education institutions, the formation of a holistic value-institutional system and the preservation of national traditions.
