The impact of russian aggression on the transformation of communication strategies in the security and defense sector

Abstract

The article is devoted to analyzing the transformation of communication strategies in Ukraine’s security and defense sector under the influence of the full-scale aggression of the Russian Federation. The war has become a powerful catalyst for change, accelerating institutional coordination, the digitalization of communications, and the integration of international experience. Through content analysis, comparative analysis, social media monitoring, expert interviews, and document analysis, key transformations were identified: the shift of target audiences and the adaptation of messages for both domestic and international recipients; increased speed and reliability of communications through official briefings and digital platforms; the active use of social media (Telegram, TikTok, Instagram, X) and visual content (memes, infographics, Armed Forces branding) to strengthen the impact of information policy; the establishment and strengthening of strategic communication centers, coordination with NATO, the EU, and international partners; the introduction of standards and guidelines for official communications and digital platforms. The study made it possible to assess the effectiveness of these transformations: internal consolidation of the population and the military, international recognition and support, and countering disinformation. At the same time, challenges were revealed: Russian propaganda, information overload, the complexity of inter-agency coordination, and cyber threats. Practical recommendations were formulated: the development of analytical platforms, professional training of personnel, strengthening coordination with international partners, and the implementation of adaptive content. It is summarized that the transformation of communication strategies is a key element of national security, integrates international experience with national realities, and ensures effective counteraction to contemporary information and hybrid threats.
