Parliamentary systems and electoral instruments: World practice

In the modern world, parliamentarism and electoral systems are key instruments for ensuring democratic governance and political stability. Globalization, technological progress, and changing societal demands drive continuous transformations of parliamentary institutions and electoral mechanisms. Studying global models of parliamentarism and electoral systems allows for identifying effective approaches to political representation and understanding the challenges faced by democratic states, especially in the context of growing political polarization, unequal electoral participation, and new forms of political interaction. The Inter-Parliamentary Union plays a special role in this process by uniting parliaments of different countries and facilitating coordinated efforts to address global challenges. This article offers a comprehensive analysis of various parliamentary systems (unicameral and bicameral), electoral models (majoritarian, proportional, mixed), and their impact on the quality of democratic representation, government stability, and legislative effectiveness. The theoretical concepts of leading foreign and domestic scholars are examined. The research methodology is based on comparative-historical analysis, a systemic approach, and content analysis of official data from the Inter-Parliamentary Union and the ACE Electoral Knowledge Network. The role of the Inter-Parliamentary Union in strengthening parliamentarism and enhancing the quality of the democratic process is also analyzed. The study is structured into three main sections: an examination of the role of the Inter-Parliamentary Union, an overview of parliamentary system types across various world regions, and a comparison of electoral systems considering their advantages, challenges, and development trends. This comprehensive approach enables the formation of an integrated picture of contemporary transformations in parliamentarism and electoral technologies, identifying key problems and prospects for reforms on a global scale.
