Модернізація соціальної держави шляхом цифровізації в умовах старіння населення

Метою роботи є дослідження можливостей модернізації соціальної держави шляхом цифровізації в умовах старіння населення. Ставляться завдання: з’ясувати переваги цифрової моделі соціальної держави; окреслити коло проблем, які виникають щодо цифровізації соціальної держави з огляду на старіння населення; проаналізувати, які кроки на рівні держави та суспільства доцільні, щоб старіння населення не ставало перешкодою зміцненню стійкості соціальної держави. Методологією дослідження виступає неоінституціоналізм та аксіологічний аналіз. Авторка доводить, що цифровізація є економічно виправданою відповіддю на старіння населення. Водночас наголошено, що навіть у найрозвиненіших соціальних державах є недостатня готовність людей похилого віку до цифровізації соціальної сфери. При цьому побудова цифрової соціальної держави можлива лише за високого рівня цифрової грамотності усіх вікових груп населення. Наголошено на численних перевагах цифрової соціальної держави для осіб похилого віку: уможливлення отримання різних соціальних послуг незалежно від фізичної мобільності; підвищення особистої незалежності; можливість постійно навчатися, залишатися активними членами спільноти; підтримка соціальних контактів; запобігання сегрегації та ін. Визначено причини, які сповільнюють перехід до цифрової моделі соціальної держави: відсутній або недостатній досвід технічних навичок; незацікавленість цифровими технологіями; дотримання усталених звичок, консерватизм; побоювання через проблему конфіденційності; відсутність доступу до Інтернету, технічних пристроїв; фінансові проблеми; виключеність особи з мережі сімейних відносин; проблеми зі здоров’ям та ін. Аргументовано, що відторгнення особами похилого віку цифрових технологій, відсутність навичок користування ними загрожує створити для них нові соціальні бар’єри. Доведено, що інститут соціальної держави для своєї модернізації повинен не лише очікувати росту цифрової культури людей похилого віку, а сам має лобіювати та реалізовувати для них програми формування цифрових навичок. Доведено, що цифровізація соціальної держави позитивно вплине на широку перспективу цього інституту в умовах старіння населення лише, якщо буде реалізовуватися модель активного старіння.
